The EQRA was based on the Common Denominator Environmental Unit (CDEU) technique, which provides a structured and quantitative approach, and allows consistent evaluation against the Troll HSE Acceptance Criteria for environmental risk. An additional objective is to give an overview of environmental issues in the construction, commissioning and production phases for the Troll A platform, pipelines and onshore plant. In this work both generic and specific acceptance criteria have been developed. The main objective of EQRA is to develop a risk picture for an activity. The Norwegian Petroleum Directorate (NPD) regulation, concerning the use of risk analysis in the petroleum activities, now require an operator to develop risk acceptance criteria and to apply risk analysis to their activities. Due to the limitation in the application of technology, companies may have invested large sums of money on low probability environmental risks, while neglecting the damage caused by continuous releases. They have been expressed as quantity of spilled oil or released gas with limited assessment of the damage inflicted on the environment. Environmental acceptance criteria have traditionally been driven by political values, rather than technology.
